기존 성남시장애인종합복지관의 규모가 협소해 장애인 재활 시설로만 이용되고 있는 실정에서, 장애인들을 위한 종합 복지 수요를 충족하는 공간으로 신설하였다.  즉, 지하 2층, 지상 3층 규모로 건립된 한마음 복지관은 수영장, 사우나 시설, 체력 단련실, 재활 시설 등을 두로 갖춘 종합 복지 시설로서 장애인을 위한 상담, 교육, 재활 등 종합적인 재활 서비스를 제공하게 된다.

The current welfare center of Seongnam city was too small and was only maintained as a rehabilitation facility for the disabled and a new welfare center was demanded that could satisfy the complex needs of the people. Thus, the Hanmaum Welfare Center was built with 3 storeys and 2 basement floors that includes a sauna, a swimming pool, a gym and a rehabilitation facility.Through the efforts, people could now be provided a comprehensive rehabilitation service, from consultation to detailed education.
