의를 복돋우는 문, 돈의문으로부터 유래된 역사에 새겨진 의를 상징하는 돈의청
역사의 체감을 통해, 과거의 자취와 흔적을 품고 있는 공존의 공간으로 시민과 함께하는 대한민국 제1호 경찰서를 상징화했습니다. 배치계획은 전면 광장계획으로 공공성을 부여하고 민원과 조사영역, 보행과 주차영역이 분리된 명확한 토지이용계획을 수립하여 정면성을 강조한 타워부 배치로 전면 통일로에서 인지성을 확보하고 연결된 광장을 통한 양방향 민원실 접근을 고려하였다. 외부동선은 부지 후면에 주차장을 배치하고 강력계 및 형사계의 긴급출동을 위한 비상주차 2면을 추가 확보하고 차량동선과 보행동선을 명확히 분리하였다. 내부동선은 민원 및 조사, 의경, 행정, 편의로 구분된 층별조닝을 바탕으로 건물중앙에 메인 코어를 배치하고 호송차고와 유치장 및 각 조사실을 연결하는 호송 동선을 별도로 계획하였다. 지하 1층 민원주차장과 지상 1, 2층 민원 관련실을 연결하는 민원인 전용 코어를 추가 확보해 편의 및 보안을 강조했다. 인권친화형 환경설계로 직원의 업무특성 향상을 위해 수사부서는 대기-조사-업무공간으로 영역을 명확히 분리했다. 직제변경에 대응하는 가변형 공간 계획으로 공용공간을 활용해 공간 확장 방안과 가변형 벽체도입으로 탄력적인 평면구성이 가능하게 하였다. 주차계획은 법규적용시 주차대수는 39대이고 지침 및 요구면적에 따라 법규기준이상의 주차수요를 고려한 약 120대 이상이 확보가능한 지하 4층 계획이 필요했다. 조선시대 경찰서 기능을 담당한 경기감영의 화방벽 입면요소를 반영하고 독립문과 서대문의 디자인 요소를 채택해 지역적인 공감대를 형상하여 역사성·지역성·상징성을 담은 서대문경찰서만의 아이덴티티를 구현했다. 서대문경찰서는 부지가 가지는 기억을 지워서 새로 쓰는 것이 아니라, 과거 경기감영의 기억을 대지에 아로새김으로써 미래로 채워지는 모습이고자 한다.

A gate that inspires justice, the meaning of “義” has been used as a symbol derived from Doneuimun. As a space of coexistence that is composed of the traces and remnants of the past, the police office will stand as a symbol of the leading police office of South Korea. The arrangement of the plan considers the publicity of the front plaza. The land use plan is established in a manner that divides the area for civil complaints, investigation department, pedestrian passage and the parking zone, accentuating the front view. The context awareness is secured from Tong-il road and the user approach is appreciated through the connection towards the plaza. In the rear part lies the parking lot and 2 extra emergency parking sides are placed for immediate mobilization of the forces in charge of violent crimes and homicides, thus dividing the flow of human and vehicle traffics. In the inside, the civil complaint department, investigation department, Auxiliary police department, administration, and convenience facility are zoned in floors. The main core lies in the middle of the building and the convoy garage, detention room and the interrogation zones are each divided in separate flows. The civil parking lot in the 1st basement floor and the exclusive core for civil uses that links the first and second floor is additionally provided so that security and convenience are both provided. Human rights are also considered in an eco-friendly manner. For office work environment improvement, the investigation department is clearly divided in stand-by, investigation and office zones. Organization zones are prone to change and thus, the plans are laid out flexible space zonings, making it possible for space expansion and flexible plan compositions. The parking plans, after the appreciation of city regulations and expected demands of necessary parking spaces, required more than approximately 120 number of parking spaces that takes up to the 4 basement floors. The design elements of Doknipmun and Seodaemun and the historic Hwabang wall of the Gyeonggigamyoung  are used for the façade, realizing the unique identity of the Seodaemun police office that includes history, regionality and symbolism. Seodaemun police office does not erase the memory of the site but re-interprets the memory of the past and fills the future with vibrant memories to come.
