DESCRIPTION

대상 부지의 서측의 주거 단지 민원을 고려하고, 평화의 광장과 몽촌 토성의 자연경관을 적극 활용, 올림픽 파크텔과 올림픽 회관 사이 주차장 부지의 가능성을 회복하고자 하였다. 계획의 주안점은 자연을 담아내는 동산(언덕)을 새롭게 해석하여 구현하였다. 부지 내 녹색 영역을 향상시키도록 하였고, 파크텔과 올림픽회관의 저층부를자연스럽게 연결하여 매스에 의해 이질적인 요소를 최소화하였다. 스포츠 행정의 중심축에 올림픽공원의 맥락을 유지하기 위하여 몽촌 토성의 선형을 담은 '명예의 전당'을 계획하여 자연, 명예, 시간과 흐름을 담는 공간을 만들었다. 기능에 맞는 수직, 수평 조닝 계획으로 효율적인 업무환경을 조성하였으며, 친환경 계획으로 사계절 쾌적한 환경을 조성하였다. 부지 내 자연의 흐름을 유입하고자 단절되었던 대지에 자연축과 업무공간축이 만나는 공간에 신관을 배치하여 자연스럽게 연결하였으며, 추후 증축되는 체육 박물관과 연계를 고려하여 기존 기념관에 인접하며 올림픽 회관의 전망을 가리지 않도록 하였다. 또한 안전한 보행동선 계획을 위하여 보차 혼용도로는 최소화하고 명확한 동선 분리를 통하여 이용자들의 안전성, 편의성을 높일 수 있도록 계획하였다. 신관은 입면 계획은 몽촌호, 몽촌 토성과 주변 도시를 담고 조화로운 스카이라인을 이루기 위해 저층형 원형 건물로 계획하였다. 형태는 모든 시각에서 변화하는 입면으로 주변 맥락에 다양하게 대응하고 있다. 구관의 입면 계획은 주변 맥락을 담고 역사성의 계승에 대하여 수직성을 부여하여 입면 요소에 투영하였다. 또한 체육진흥공단과 올림픽의 상징성을 형상화하며, 기능적으로도 업무시설에 충족할 수 있는 계획을 하였다. 

HAENGLIM intended to recover the possibility of constructing a parking lot between the Olympic Parktel and Olympic Hall by achieving compliance from the west-side residential complex of the site whilst simultaneously and proactively utilizing the natural scenery of the nearby Peace Square and Mongchon Earthen Fortification. The focus of the plan is to create a hill using the surrounding natural features as inspiration whilst also creating a new and unique interpretation of the space. We strived to improve a green area in the site and minimize extraneous elements with the mass by naturally connecting the Parktel with the lower floors of the Olympic Hall. With the aim of maintaining the context of the Olympic Park at the central axis of sports administration, HAENGLIM planned to establish the "Hall of Fame" with the form of the Mongchon Earthen Fortification and created a space that celebrates the flow of nature, honor, and time. With the horizontal and vertical zoning plans suitable for each function, an efficient working environment is created, as well as a pleasant environment that can be inhabited during all four seasons based on an eco-friendly plan. To embrace the flow of nature in the site, a new hall is constructed and naturally connected where the natural axis and working-space axis meet each other on the site, which was previously disconnected. Giving consideration to the connection of the sports museum, which will be established in the future, we tried not to block the view of the Olympic Hall, as well as being adjacent to the existing memorial hall. In addition, we endeavored to enhance the levels of safety and convenience for users by minimizing any mixed traffic and ensuring a clear separation of traffic to create safe pedestrian circulation. When it comes to the evaluation plan for the new hall, HAENGLIM planned to establish a low-floor circular building that would be emblematic of a harmonious sky line with surrounding urban features such as the Mongchon Lake and the Mongchon Earthen Fortification. Changing from every viewpoint, the shape of the hall plays off of the surrounding context in various ways. The evaluation plan of the circular hall includes the surrounding context, creates vertical features that outline the succession of history, and reflects upon such features in the elevation elements. Furthermore, as the symbolism of the Olympics is linked with the Korea Sports Promotion Foundation, we planned to hold functional meetings in the working facilities, as well.
